UPPCS Prelims — Structure, Nature & What It Measures

One day, two objective papers (OMR). Each paper is 200 marks / 2 hours. Paper-II (CSAT) is qualifying at 33%; only Paper-I (GS) counts for deciding who moves to Mains. Papers are bilingual (Hindi and English). Negative marking = ⅓ per wrong answer.

Paper 1: General Studies I — Merit Screen (200 marks)

Nature: Objective, OMR-based, 150 questions.

Objective — what BPSC is actually checking:

• Coverage of History, Geography, Polity, Economy, Environment, Science, Current Affairs.
• State focus: questions often tie national concepts to Uttar Pradesh-specific history, polity, and socio-economic issues.
• Ability to apply static concepts to current events.
• Precision under penalty: with negative marking, risk management is as important as knowledge.

Scoring logic:

• Your GS Paper-I score alone decides shortlisting to Mains (subject to CSAT qualification).
• UPPSC cut-off notices clearly state that Paper-II is qualifying only (33%).

Paper 2: CSAT (General Studies-II) — Qualifying (200 marks)

Nature: Objective aptitude paper. 100 questions, 200 marks, 2 hours.

Areas tested:

• Reading comprehension
• Logical/analytical reasoning
• Decision-making & problem-solving
• Basic numeracy (up to Class X level)
• Data interpretation

Objective: To ensure a minimum aptitude floor for administration. If you fail to clear 33% here, your GS-I is not even considered.

Brutal truth: Every cycle, otherwise strong GS scorers are eliminated because they ignored CSAT. It’s not a paper to ace — it’s a risk you must neutralise.

Marking, Language & Logistics (the non-negotiables)

• Negative marking: –⅓ per wrong answer; multiple answers = wrong; blanks = no penalty.
• Medium: Hindi & English (English version prevails if dispute).
• Mode: OMR, black ball-point pen only.
• PwBD support: Eligible candidates get scribes and compensatory time (20 minutes per hour).
• Timing: Papers held on the same day — GS I (morning) & CSAT (afternoon).

Who Qualifies for Mains?

• UPPSC shortlists candidates at ~13× the number of vacancies, subject to minimum qualifying standards.
• CSAT must be qualified (33%).
• Shortlisting rank is based on GS Paper-I score only.

Answer Keys & Cut-offs

• UPPSC publishes official answer keys and cut-off PDFs after the exam cycle concludes.
• Cut-off lists explicitly state: “Cut-off marks are on the basis of GS Paper-I only. Paper-II is qualifying.”

Exam-Day Checklist (ruthlessly simple)

• E-Admit Card + valid ID, report early; follow frisking.
• Two black ball-point pens (no gel/ink), transparent stationery only.
• No mobiles, smartwatches, or electronic gadgets.
• Bubble carefully; encode booklet series & roll number exactly.

UPPCS Mains — Structure, Subjects & What They Measure

Candidates who clear the Prelims appear for the Mains Examination. It consists of 8 descriptive papers. Unlike Prelims, marks here (except Hindi qualifying paper) are added to merit.

Qualifying Paper (Not counted in merit)

• Paper I: General Hindi (150 marks, 3 hours)
• Objective: Tests basic proficiency in Hindi, including comprehension, grammar, and written expression.
• Requirement: Must secure minimum qualifying marks; failing this disqualifies the candidate.

Merit Papers (Counted in merit):

• Paper II: Essay (150 marks, 3 hours)
• Tests articulation, clarity of thought, and ability to argue logically on social, political, economic, and cultural themes.
• Paper III: General Studies I (200 marks, 3 hours)
• Focus: History, Culture, Geography of India & World, with emphasis on Uttar Pradesh.
• Paper IV: General Studies II (200 marks, 3 hours)
• Focus: Polity, Constitution, Governance, Social Justice, International Relations.
• Paper V: General Studies III (200 marks, 3 hours)
• Focus: Indian Economy, Agriculture, Science & Technology, Environment, Disaster Management, Internal Security.
• Paper VI: General Studies IV (200 marks, 3 hours)
• Focus: Ethics, Integrity, Aptitude, and Case Studies.
• Paper VII: General Studies V (200 marks, 3 hours)
• Focus: Uttar Pradesh-specific Governance, Economy, Polity, Society, and Current Issues.
• Paper VIII: General Studies VI (200 marks, 3 hours)
• Focus: Uttar Pradesh’s History, Culture, Geography, and contemporary state-level challenges.

Objective: What BPSC is Actually Checking

• Depth of understanding of national and state-level issues (UP-specific focus).
• Ability to analyze and present arguments under time pressure.
• Written clarity, structure, and coherence in descriptive answers.
• Ethical reasoning and applied problem-solving through GS Paper IV.

Who Qualifies for the Interview?

• Candidates are shortlisted roughly at 2× the number of vacancies for the Personality Test.
• Merit is based on the aggregate of Mains scores (Hindi paper excluded).

Exam-Day Checklist (Mains)

• Same as Prelims: Admit card, ID, pens (black ball-point only).
• Write legibly; adhere to word limits, margins, and answer booklet rules.
• Carry only allowed stationery; follow frisking/security instructions.

The UPPCS Personality Test carries 100 marks. Its score is added to the Mains marks to form the final merit list. Candidates are interviewed by a Board constituted by the Uttar Pradesh Public Service Commission to judge overall suitability for state administrative services.

What UPPSC Actually Evaluates

• Awareness of Uttar Pradesh-specific issues — governance, economy, society, agriculture, culture, and local challenges.
• General knowledge of national and international affairs.
• Clarity of thought & communication — ability to express logically and confidently.
• Analytical and problem-solving skills — how candidates think under pressure.
• Ethical outlook and balance in judgment.

Medium of Interview

• Candidates can opt for Hindi or English as their medium.
• Language choice must be indicated clearly in the application; answers should be precise and structured.

Scheduling & Process

• Candidates qualifying the Mains are called for the Personality Test.
• The interview is conducted at the UPPSC office in Prayagraj.
• The number of candidates called is about twice the vacancies notified.

Documents & Verification

Candidates must bring originals + self-attested copies of:

• Date of birth certificate.
• Educational qualifications.
• Caste / reservation certificates (if applicable).
• Domicile certificate of Uttar Pradesh (if applicable).
• Other documents as per UPPSC guidelines.

Failure to provide valid documents can lead to cancellation of candidature.

Travel allowance (TA)

• UPPSC generally does not provide TA reimbursement for interview candidates (unlike UPSC).
• Candidates must make their own arrangements.

Format & flow (what to expect)

• A Board of 4–5 members interviews each candidate.
• Question areas:
• BUttar Pradesh polity, economy, governance, and local issues.
• National and international current affairs.
• Candidate’s educational background, optional subject, and personal profile.
• Panel may test composure under stress and the ability to give balanced, well-reasoned answers.

Scoring reality

• The 100 marks can make a decisive difference in final ranking.
• Even a 10–15 mark gap can change service allocation.

Day-of checklist

• UPPSC Admit Card + valid photo ID.
• All original documents + self-attested copies.
• Report well in advance; follow frisking/security procedures.
• Dress formally and maintain confidence.
• Revise Uttar Pradesh-specific issues thoroughly before appearing.

Eligibility, Age, Attempts

• Only candidates who clear Mains are eligible for the Personality Test.
• Eligibility rules (age, attempts, qualifications) remain the same as notified in the official UPPCS exam notification.
