BPSC Prelims — Structure, Nature & What It Measures

One day, one objective paper (OMR). The BPSC Preliminary Examination is a single General Studies paper of 150 marks / 2 hours. It is a screening test only — marks are not added to Mains or Interview. Question paper is set in English and Hindi; in case of dispute, English version prevails. Negative marking is one-third per wrong answer.

Paper 1: General Studies (150 marks) — Screening Test

Nature: Objective, OMR-based, 150 questions.

Objective — what BPSC is actually checking:

• Breadth of knowledge across History, Geography, Polity, Economy, General Science, Current Affairs.
• Ability to connect Bihar-specific topics with broader Indian and global themes.
• Accuracy under penalty (precision matters because of negative marking).

Scoring logic:

• Each correct answer = +1 mark
• Wrong answer = –⅓ mark
• Multiple marked answers = counted wrong
• Blanks = no penalty

Your GS score alone decides shortlisting to Mains. Marks are not carried forward, but fail Prelims and you are out of the cycle.

Marking, Language & Logistics (the non-negotiables)

• Negative marking: ⅓ per wrong answer.
• Medium: Hindi & English (English version final in case of discrepancy).
• Mode: OMR, black ball-point pen only.
• PwBD support: Scribe (as eligible) + extra time as per BPSC rules (20 minutes per hour).
• Timeline: Prelims usually held 3–4 months after notification. Conducted in a single shift across centres in Bihar.

Who Qualifies for Mains?

• As per new rule, 10× the number of vacancies are shortlisted.
• Earlier: ~10% of candidates appearing.
• Now: fixed ratio based on vacancies, ensuring proportionality.
• Shortlisting is strictly by Prelims GS score (no scaling, no sectional marks).

Exam-Day Checklist (ruthlessly simple)

• E-Admit Card + valid ID, report early; follow frisking.
• Two black ball-point pens (no gel/ink), transparent stationery only.
• No mobile/smartwatch/IT gadgets; leave valuables at home.
• OMR hygiene: bubble carefully; encode booklet series & roll number exactly as shown.

Candidates who clear Prelims are called for the Mains. This stage is descriptive/subjective in nature, and marks scored here are counted for final merit (except qualifying papers).

Qualifying Papers (Not counted in merit):

• General Hindi (100 marks, 3 hours)
• Objective: Test of basic Hindi writing, comprehension, and expression.
• Requirement: Minimum 30% marks; failing this disqualifies the candidate.

Merit Papers (Counted in merit):

• Paper I: General Studies I (300 marks, 3 hours)
• Covers History of India, Culture, Modern History, Role of Bihar in Freedom Struggle, Geography of India (with special focus on Bihar)
• Paper II: General Studies II (300 marks, 3 hours)
• Covers Indian Polity, Constitution, Governance, Economy, Science & Technology, Current Affairs (national + international).
• Paper III: Essay (300 marks, 3 hours)
• Candidates write essays on multiple topics, including contemporary issues, society, politics, and development challenges. Tests coherence, articulation, and analytical ability.
• Paper IV: Optional Subject (100 marks, 2 hours)
• Objective type. Candidates choose one subject from the BPSC’s list.
• Note: Marks are qualifying; not added to merit, but candidates must clear the cut-off.

Objective: What BPSC is Actually Checking

• Depth of understanding of Bihar-specific issues within India’s broader governance and society.
• Ability to analyse and articulate under time pressure.
• Written expression: structure, coherence, and evidence-based reasoning.
• Awareness of both static subjects and current affairs.

Who Qualifies for the Interview?

• BPSC calls candidates at about 10× the number of vacancies for the Interview.
• Merit is based on aggregate of Mains (GS I + GS II + Essay) scores, subject to qualifying papers being cleared.

Exam-Day Checklist (Mains)

• Same as Prelims: Admit card, ID, stationery rules (black ball-point pens only).
• Write clearly; follow answer booklet rules strictly (word limits, margins, numbering).
• Carry only allowed items; obey frisking/security.

The Personality Test carries 120 marks (no minimum qualifying mark). Its score is added to the Mains marks to prepare the final merit list. Candidates are interviewed by a Board constituted by the Bihar Public Service Commission to assess personality, awareness, communication, and suitability for administrative services in Bihar.

What UPSC actually evaluates

• General awareness of Bihar and India (governance, economy, society, culture, history, current affairs).
• Analytical ability and balanced judgment under pressure.
• Communication skills: clarity, confidence, coherence.
• Ethical orientation and sense of responsibility.
• Knowledge of Bihar-specific issues like development, agriculture, social problems, and governance reforms.

Medium of the interview

• Candidates may choose to face the interview in Hindi or English (other scheduled Indian languages not typically allowed).
• Responses must be structured, logical, and clear irrespective of the chosen language.

Scheduling & Process

• Candidates qualifying the Mains exam are called for the interview, generally held one month after results.
• Number of candidates called = about 2.5× the number of vacancies.
• The interview is conducted in Patna at the BPSC office premises.

Documents & verification

• Before the interview, candidates undergo document verification. You must bring original certificates and produce proof of:
• Date of birth
• Educational qualifications
• Category certificates (if applicable)
• Experience or service-related documents (if claimed)
• Discrepancies may lead to cancellation of candidature.

Travel allowance (TA)

• BPSC may reimburse travel expenses for candidates from reserved categories (SC/ST) as per Bihar government rules.
• Eligible candidates must carry caste certificate, journey tickets, and bank details for reimbursement.

Format & flow (what to expect)

• A Board of 4–5 members asks questions based on your DAF (Detailed Application Form)
• Topics may include:
• Bihar’s economic, political, and social issues.
• Your academic background, optional subject, and professional experience (if any).
• Current national and international affairs.
• Important: Extreme or biased opinions are discouraged; answers should reflect balanced and practical judgment.

Scoring reality

• Though 120 marks seems small, it can decide final ranks. A difference of even 20 marks can determine service allocation.
• Example: Many candidates with strong Mains scores miss top services due to weak interview performance.

Day-of checklist

• E-Admit Card + valid ID.
• All original documents (educational, caste, domicile, etc.) + self-attested copies.
• Dress formally, be punctual
• Stay calm: listen fully, then answer with clarity.
• Practice Bihar-related current affairs before the day.

Eligibility, Age, Attempts

• Same eligibility rules as Mains apply.
• Only those declared successful in Mains are allowed for the Personality Test.
