Global Cooperation on AI Governance

UNGA launches two new initiatives to strengthen global cooperation on AI governance

AI Governance: As artificial intelligence (AI) rapidly transforms societies, economies, and geopolitics, the need for global cooperation has become urgent. The United Nations General Assembly (UNGA) has responded with two landmark initiatives to guide ethical, inclusive, and secure AI development worldwide.

Why is there a need for global cooperation on AI?

  • Cross-Border Impact: AI technologies—like facial recognition, autonomous weapons, and generative models—can affect privacy, security, and human rights across borders. Without shared norms, fragmented regulations may lead to misuse, surveillance, or digital inequality.
  • Preventing Technological Dominance: A handful of tech giants and countries currently dominate AI development, risking monopolies and digital colonialism. Global cooperation ensures inclusive innovation, especially for developing nations.
  • Ethical and Safety Standards: AI systems can perpetuate bias, misinformation, and discrimination if not properly governed. Coordinated frameworks are needed to uphold transparency, accountability, and fairness.
  • Security and Peace: Autonomous weapons and cyber-AI tools pose existential risks if left unchecked. International dialogue can help prevent AI arms races and promote peaceful applications.
  • Sustainable Development: AI has the potential to accelerate progress on the UN Sustainable Development Goals (SDGs)—but only if deployed responsibly and equitably.

What steps have been taken to address AI Governance?

In August 2025, the UNGA launched two major initiatives to strengthen global cooperation on AI governance:

  • United Nations Independent International Scientific Panel on AI: Provides rigorous, independent scientific assessments of AI technologies. Bridges the gap between cutting-edge research and policymaking. Monitors emerging risks, trends, and ethical implications. Will publish annual reports to guide global decision-making.
  • Global Dialogue on AI Governance: An inclusive multilateral platform for states, industry, academia, and civil society. Facilitates discussion on critical AI issues: bias, safety, transparency, and accountability. Scheduled to convene in Geneva (2026) and New York (2027) for high-level sessions. Supports the Global Digital Compact, part of the UN’s Pact for the Future.

These initiatives aim to align AI development with shared human values, promote equitable access, and ensure that AI serves the common good of all humanity.
