Context: Prime Minister Narendra Modi and French President Emmanuel Macron inaugurated the ‘Bharat Innovates 2026’ event in Nice and addressing the gathering, Macron called for deeper cooperation with India to build a “cooperative AI.”

What is Cooperative AI?

• Cooperative AI is an emerging field that focuses on improving the ability of artificial intelligence systems to work together effectively for the benefit of all.
• It addresses the challenges posed by multi‑agent interactions in AI systems, ensuring that autonomous entities can collaborate rather than compete in a manner aligned with human values and ethical principles.
• In its broadest sense, cooperative AI refers to artificial intelligence designed not merely to operate in isolation, but to foster mutual benefit and shared objectives. It emphasises:
• Human‑AI collaboration: Systems that enhance human abilities rather than replace them, learning from human expertise to improve outcomes.
• Multi‑agent cooperation: The ability of multiple AI systems to work toward a common goal, share knowledge, and engage in joint problem‑solving.
• Alignment with collective human values: Moving beyond individual gains to prioritise the collective utility of a group over narrow optimisation.

Significance of India–France Cooperative AI Partnership

For India

• Provides access to advanced AI technologies without excessive dependence on American or Chinese technology firms.
• Utilizes India's vast pool of skilled technology professionals and rich data ecosystem.
• Supports India's National AI Strategy and strengthens its digital economy ambitions.
• Enables India to actively participate in shaping global AI governance frameworks rather than merely following international regulations.

For France

• Strengthens France's position as a global leader in ethical and multilateral AI development.
• Helps counter the dominance of the United States and China in the AI sector through a strategic partnership with India.
