Context: The Quad, comprising India, the United States, Japan, and Australia, has launched the first ‘Quad at-sea Ship Observer Mission’ to enhance maritime security and interoperability in the Indo-Pacific region.

- The ‘QUAD at Sea Ship Observer Mission’ is the first-ever Coast Guard-level maritime collaboration among the QUAD nations.

- It was launched on June 30, 2025, and is operating under the framework of the Wilmington Declaration, which laid out new initiatives for enhancing QUAD’s maritime role.

The mission is taking place in the Indo-Pacific region, one of the world’s most strategically contested maritime zones. The USCGC Stratton, carrying the QUAD officers, is currently sailing toward Guam, a US territory in the Western Pacific. This region:
